Click the Settings button and in the Engine IP box fill in the static address of the PC where the Milestone Server is installed. See image below. I have no experience with those cameras, but assuming your vendor is a Milestone partner, they need to have already grabbed the bull by the horns and engaged some assistance for this. I don't think Milestone lets any slob off the street rep and sell their flagship product if they don't know what they're doing.
Meanwhile, any chance of downloading an earlier version of the device pack? Once in a while they've had a regression bug that broke something that used to work, and the solution was to run the older device pack (drivers) for a month or two. Just an idea.... worked for me once.
